Fr«t A drawback of the whole of suoh duties shall be allowed for wines intended for the oonsump< tion of the officers of her Majesty's troops in tb» colony of New Zealand and of the officers of her Majesty's navy serving on board any ol hw Majesty's ships in the Bens adjoining thereto or such wines may be landed on first Importattoai or delivered out of bo»d free of duty subject la. alt cases to auoh regulations as the Governor shall from time to time presoribe. Provided always that if any suoh wines shall be subsequently sold in the said colony except fox (ho use or consumption of any of her Majesty's mill* tary or naval officers as aforesaid the same shall be forfeited and liable to seizure accordingly. All duties of Customs under this Aot shall b# charged and paid according to the standard im* perial weights and measures and where such duties are charged according to any specified quantity weight or size the same shall be charge* able rateably on any greater or lesa quantity weight or size. The duties of Customs imposed by this Act shall be raised leviod colleoted and paid under the provision of "The Customs Regulation Act, 1858," and subject also to all such provisions and regulations as may for time being beinforos for the collection management and receipt of th« duties of import in the colony of New Zealand. Tho "Customs Duties Amendment Act 1861 " and the "Military Supplies Customs Act 1862" shall apply to all duties of Customs payable under this Aot. In the event of any inorease under this Act in the duties of Customs chargeable upon any gooda wares or merchandise after the making of any contract or agreement for the sale or delivery of such goods duty free it Bhall be lawful for tho seller in ease such inorease shall accrue before the clearance and delivery from the warehouw of such goods at suoh increased duty and after payment thereof to add so muck money to the contract price as will be equiva.ent to auoh in« crease of duty and he shall be entitled to bo paid and to sue for and rooovor the same< DECISIONS of the Honorable the Commit, sioner of Customs on Entries by which various Importers have paid Duty under protest on the undermentioned Articles, from tho Ist January to 31st December, 1865, The followiug are liable to Duty under Sub« Section No, 4, of Section 111. of " TheJNew Custoras Duties Act, 1864" : —Agricultural Implements— «viz,, Chaff Cutters, Harrow*, and Ploughs. Maohinea —viz., Boring, Drilling, Mortising, Paper Cutting, Plaining, Punchmg, Saw -punch, Shearing, Thrashing, Washing, and Weighing. Metal pipe. Sorew-cutting Lathea, I The following under Sub-Section No. 7: — Carpet Bags, Forfar Sheeting, Hats (packed in hat-cases), Lime Juice, Manufactures of Jute or Hemp mixed with Silk, Cotton, or Wool, Paper Collars, Preserved Food— viz., Fisb, Meats, Tripe and Vegetables, Sorim or Papering Can* vas.
