Britain’s Three-Year Rearmament Plan Said To Be Scrapped

LONDON, Nov. 26.—Britain’s £3,400,000,000 sterling three-year rearmament plan, submitted last summer to Washington has been scrapped, the London Observer says today. The paper said the plan fell down because the United States was not prepared to provide the proportion of dollars Britain asked. The plan when announced said it could not. be carried out unless dollar aid was received. The maximum expenditure plan provided for Britain herself was £2,850,000,000 sterling, leaving £550,000,000 to come in the form of special aid. Negotiations followed, the Observer said, and it was finally decided to scrap the original proposal and suggest the formation of a pool to which all North Atlantic treaty powers would contribute.
