BIG SCALE ALERT IN ISRAEL TO TEST SERVICES

TEL AVIV, Oct. 16 (Recd. 12.30 am).—A state of emergency was proclaimed in Israel last night and the reserves of all the three services were called to the colours this morning. A big-scale plan to test the services' efficiency began only four hours after the announcement of the Government’s resignation. The crisis coincided with a secret date for the start of Israel’s autumn manoeuvres. The political situation so far has not interfered with the army’s plan. Political sources said the resignation followed refusal of the outgoing Cabinet’s religious bloc to accept the Premier's plan for broadening the coalition of moderate Labour elements.
