Russia’s Civil War Machinery In Austria
LONDON, Oct. 8 (Recd. 9 pm).—lt is now obvious that Russia has used the time gained by her refusal to sign the Austrian peace treaty “for building up civil war machinery among the Austrian Communists,” says “The Observer.”
Last week’s disorders, which fell short of real putsch, were apparently a kind of “autumn manoeuvres’’ fcr this force.
