RUSSIA AGAIN MOVES TO HAVE NORTH AND SOUTH KOREA HEARD

United States Says Soviet Could End The Korean War Immediately

NEW YORK, Aug. 17 (Rec Soviet delegate to the Security ( meeting of all 11 members of 11 seating of Korean representativ 90 minutes. Well-informed sources said that Mr. Malik again proposed to break the deadlock in the Council by giving an equal voice to both parties of what he called “an internal dispute.” The members did not reach any decision on the issue but: decided to meet informally again on Monday.

The Council then met in a formal public session. Mr. Warren Austin (United States), said the war aims of the United Nations should be to make Korea a free and unified country. The United States had no designs on Korea as a military base ,antl. it hoped to see it agreed that no other Great Power would try to dominate a unified Korea.

Mr. Austin said the success of the United Nations peace-making functions depended largely upon the Soviet Union. He said the Soviet could end the lighting if it wished. “Does the Soviet Government feel the need for some assuranbe from the United Nations that a free and independent. Mr. Malik, referring to Mr. Austin’s statement on unifying Korea, said this made it clear that the United States wanted to extend the scope of the war. “How can wo talk about unifying Korea and holding elections without having heard a representative of both sides in Korea?” he asked. Russia was ready to use her influence to achieve peace, “but. the ruling circles of the United States are attempting to transfer the Security Council into a weapon to cover up its aggression,” he said. The Council adjourned until Tuesday.
