RUSSIA HANDS NOTE TO FRANCE

LONDON, May 17 (Recd 7.20 pm). —Russia has accused France of preventing the repatriation of Soviet citizens from France and from French zones in Germany and Austria, and of refusing to hand over Soviet war criminals whose extradition Russia has demanded, according to Moscow radio. The accusations were made in a Note handed to the French ambassador in Moscow on Monday. The Note also accused the French authorities in Germany of attempting to recruit Soviet citizens for service in the Foreign Legion in Indo-China and of doing nothing to stop the activities of organisations hostile to the Soviet Union.

The Note claimed that while repatriation of French citizens from the Soviet Union had been completed there are still about 20,000 Soviet citizens in France eligible for repatriation
