TOO EXPENSIVE AND HAS NOT PAID THE SUB

LONDON, Feb. 17 (Rec. 6 pm).— Russia walked out of the United Nations World Health Organisation in Geneva yesterday—complaining that membership was too expensive. With her went her satellites, Byelo-Russia and Ukraine. All three sent identical telegrams to Doctor Chisholm, the Canadian director-general of the organisation. The "Daily Herald’s” Geneva correspondent points out that this year’s contribution from the three Soviet Republics’ towards organisations £1,000,000 Budget should have been £87,500, but it has not been paid; in fact Russia never has paid her subscription. Britain’s contribution was £133,000. The Soviet “we quit” telegram said: "Swollen administrative machinery involved expenses too heavy for member States to bear.” It also said that the Soviet Health Ministry was not satisfied with the measures being taken to prevent and control disease.
