BLOCKS MOVE TO INVESTIGATE CZECH COMMUNIST COUP Red. 6.40 p.m. New York, May 24 Russia used her 24th and 25th vetoes tonight to prevent a United Nations investigation into the February Communist coup in Czechoslovakia. The vote in the Security Council on a Chilean proposal for an inquiry was nine to two. Russia and Soviet Ukraine dissented, and the Russian vote constituted a veto. Mr. Gromyko, shortly before, had exercised the same power to override eight delegates who had maintained that the Chilean proposal was not subject to veto.
