"To explain this: Canada’s part in the British Commonwealth has not precluded her excellent relations with her great neighbour to the South. Our proximity to Europe develops special ties, which need aot prejudice the development of the economic and political ties within the Commonwealth or the wider relations of outlook and interest which bind us to the great American nat.on. “United Europe will not come at once. It will not be a ready-made product, but will come by stages, through the setting up of regional councils and preferential arrangements between the states. "Again, we owe it to the countries of the Commonwealth that, it United Europe were to become a rigid federation, we should have to stay outside. But if it is an elastic body we shall participate. And, again, however Europe develops, the relations of, lets say, France to us will, by nature, be more intimate than those with Poland or Bulgaria. But there is nothing to prevent these countries from joining—as long as all inter-European ties are not . etoed.’ ”
