"It is a great pity,’’ said Judge Tudor Rees in Brentford County Court, "that children can’t be provided with silencers, like motorcars.” He made this comment when hearing an application for the possession of a flat on the ground of nuisance, which included the tenants letting their four-year-old child make too much noise. "Parental controls,” said the Judge, "died with the Victorian era. If a father chastises his child these days for the purpose of discipline, the chances are that he will be prosecuted for assault, although he might not be convicted. It is common law that a husband is entitled to chastise his wife, provided the rod he uses is not thicker that his little finger, but if he applied the law today he also might find himself sumImoned for assault.
