GRAIN CONSERVATION APPEAL TO DISTILLERS

President Truman asked the nation’s whisky makers today voluntarily to observe the Government restrictions on the use of grain, even though the Presidential power to enforce them expires at midnight. Mr. Truman’s unusual action was taken in the face of Congressional refusal to extend the Government controls beyond tonight’s expiration date line.
