STOP-WORK DECISION RULES TO BE INTERPRETED LITERALLY (P.A.) Dunedin, Jan. 29. Trams and buses in Dunedin were at a standstill for nearly three hours today, while a stopwork meeting of the city transport department's employees discussed the action to be taken in connection with the dismissal of a bus drivel.

As the tea time rush hour approached it was generally believed by the public that a strike decision had been made, but shortly before 5 o'clock tram drivers and conductors and bus drivers emerged from the meeting to man the vehicles and cope with the heavy traffic of homegoing workers.

The meeting adopted a resolution to run the transport system as from Monday by "rules and regulations,” which means that the services will- be deliberately slowed down through literal Interpretations of the rules, such as crossing intersections at a speed of five miles an hour. The president of the union (Mr. W. B. Richards) and a representative of the Department of Labour outlined the negotiations which had taken place since the previous stopwork meeting on Tuesday in a vain endeavour to reach a solution. The meeting agreed to place the dispute before the Tramways Appeal Board at a sitting to be arranged not later than next Thursday. A motion to stage a strike as from midnight tomorrow was defeated after the Implications of such a mowe had been fully explained.
