Recd. 7.30 p.m. Seoul, Jan. 17. The Commission appointed by the United Nations Assembly to arrange free elections In both Korea occupation zones today requested permission to pay •‘courtesy call” on the Russian commander in north Korea. LieutGeneral Korotkov, at his headquarters in Pyongyang, Z This move was decided on as a test of the Soviet boycott of the Commission’s activities, A communique issued by the Commission stated it would wait 10 days for an answer to the request before considering other methods of penetrating the Soviet sone.
