Recd. 9.35 p.m. Washington, Jan. 17. The Secretary of State (Mr. Marshall) denied today that the United States contemplates the acquisition of military bases, or seeks military advantage through the Marshall Plan. Mr. Marshall’s denial was evoked by the publication in Europe of what the State Department termed misquotation of remarks by Mr. James jForrestal, Secretary for Defence, before the Congressional committee on Thursday. Senator Wiley had observed that the possible acquisition by the United States of strategic bases “Fits into the picture” of the Marshall Plan, whereto Mr. Forrstal replied: “I wouldn't quarrel with your thesis. 1 am sure Mr. Marshall will have it in mind!”
