SNAP DECISION LEADS TO DEADLOCK Geneva, Nov. 24. The conference of 30 nations seeking a universal treaty on air rights reached a deadlock when the British and United States delegations announced that they were unable to accept a proposal which the conference adopted bv a narrow margjn yesterday providing that countries on long-distance routes could refuse permission to airlines to pick up or put down intermediate passengers. They claimed that this would severely handicap long-distance airlines. The conference adopted the proposal on a sudden rallv of the small air Powers. including Australia New Zealand. India and Canada.
