Reed. 9.10 p.m. London Oct 6 The Liberal newspaper “Manchester Guardian,” commenting on the establishment of the joint Communist Bureau in Belgrade, says: ‘‘As a result of the re-birth of the Communist International the chances of peace in Europe are, to put it mildly, not improved. The rebirth of the Comintern is an open admission of a great change in Russian policy.” The newspaper added that it was now apparent that Russia was no longer interestati in having friendly relations with the West. The effect will be serious in the United States, where anti-Communism, already widespread, will work itself into a new fever The “Daily Telegraph’s” diplomatic correspondent said the Communist move was the initial line-up of forces against America, Britain and the Western European countries associated with them.
