Auckland, March 10 The Transport Appeal Authority, Sir Francis Frazer, in a reserved decision, referred the application for Is charge on telephone taxi hirings to the Metropolitan Licensing Authority for further consideration. An increase of Is in the charge on the non-produc-tive calls which was authorised by the Licensing Authority, he considered, was justified and the appeal against the decision was disalLwed. Referring a question of telephone hirings back to the Licensing Authority, Sir Francis said it should have regard to the Economic Stabilisation Regulations in reaching a decision. He considered that the charge on nonproductive calls was in the nature of a penalty and not a fare.
