RUSSIAN TROOPS IN AUSTRIA
REFUSAL TO WITHDRAW ATTITUDE OF MR. MOLOTOV IN PARIS TALKS Recd. 5.5 p.m. London, May 8. According to American sources Mr. Molotov (Russia) flatly refused to withdraw Russian troops from Bulgaria, even after the peace treaty is signed, on the ground that garrisons were needed to protect communication lines into the Russian zone in Austria, says the Associated Press correspondent. Mr. Bevin (Britain) observed that'if the Council adopted the American proposal and added an Austrian settlement to the agenda Russian troops would be unnecessary. ‘We are not now' discussing Austria,” retorted Mr. Molotov, adding that the Ministers agreed last September that Russia could retain troops in the Balkans, and that the Ministers need only decide the treaty’s language.
Mr. Bevin and Mr. Byrnes (U.S.A.) challenged this, asserting tfiat the London Agreement stated precisely that all Allied occupation forces were to be withdrawn on the signing of treaties.
