TROOPS’ WITHDRAWAL
RUSSIANS IN MANCHURIA Chungking, March 6. China had been pressing for the withdrawal of Russian troops from Manchuria, but ihe Russians had intimated that the delay in departure was due to certain difficulties which they, did not specify, said the Vice-Minister of Foreign Affairs, Mr. Liu Chieh. He said the Rus ians had not informed China of the movements or size of her forces at Port Arthur. Reports received by the Chinese Government confirmed that the Russians had removed machinery from Manchuria. In reply to reporters, he said he would not. say whether the Chinese Government had formally protested about the removal by the Russian.-, ol industrial plan from Manchuria, but he added that, in Washington requests for information o:i this point had been answered.
