REPORTED FAILURE

MISSION TO SOFIA Recd. 6 p.m. London, Jan. 13. The Russo-Bulgarian talks in which Mr. Vyshinsky negotiated for the inclusion of two Opposition Ministers in the Bulgarian Government have failed, says Moscow radio. The Bulgarian Government on Russian advice approached the secretary of the Agrarian Party, M. Petkov, and a member of the Social Democratic Party, M. Lulchev. These politicians, however, declined the Government’s proposals and put forward instead alternative proposals which fundamentally contradicted the Foreign Ministers’ Conference decision. The Bulgarian Government naturally refused to consider these unacceptable demands. The radio added that Mr. Vyshinsky has returned to Moscow. In Sofia the Premier, Colonel •Georgriev, said that the approach to the Opposition groups failed because of “Opposition obstinacy."
