STEPS TO ELECT GERMAN GOVERNMENTS
Recd. 6 p.m. London, Jan. 10. Provincial Consultative Assemblies will be established, pending elections in the three German States of the American occupation zone, states the British news service in Germany.
Political parties, trades association*, trade unions, churches and universities will be represented in the Assemblies. The Primo Minister of Bavaria, Dr. Wilhelm Hoegner, in a press conference, said he considered the central German Government should deal with economic, political, social, legal and monetary problems, while the Governments of the Federal German Slates should deal with cultural, educational and religious matters. The Deputy - Governor of the -American zone, Lieut.-General Lucius Clay, stated the German administration of the American zone was honest, conscientious and diligent, bur lacked youth and experience. The lack of young men among the higher executives was a bad omen for the future, General Clay added. Picked German war prisoners, who are undergoing training in special schools in the United States, might render a
great service to the future of Germany, hut American authorities would not attempt to force them on the German administration.
