DEALING WITH DELINQUENTS
HOWARD LEAGUE LEADER’S VIEW (P.A.) Christchurch, Jan. 9. Application of scientific and psychological methods in dealing with delinquency was urged by Mr. C. L. Gillies, of Auckland, president of the Howard League for Penal Reform, at the first post-war conference of the league, opened in Christchurch today.
He suggested that members consider carefully the provisions of the British Criminal Justice Bill. “The most progressive penal legislation ever presented,” he termed the measure. The. conference, which will continue until the end of the week, is being attended by delegates from Auckland, Wellington, Christchurch, Dunedin, and Timaru. The work before the conference deals with administration and policy of the league and recommendations will be made for specific reforms in the penal system.
Mr. Gillies referred to the history of penal legislation in New Zealand, and held that in this country no fundamental progress had been made.
