DEATH PENALTY URGED Reed. 6 p.m. London, Dec. 19. The death penalty was advanced as the only means of curbing France s black market in foodstuffs, says the Associated Press correspondent. The Food Minister, M. Tanghy-Pri-gent, at a Cabinet meeting, introduced a measure designed to halt illegal dealings and bring food prices within the'average family reach. It included provisions particularly aimed at those who allegedly are deliberately creating and maintaining shortages to keep the hack market, going. Cabinet, will study the proposals at a later session.
