Congress raced, toward the Christmast recess leaving the great bulk of President Truman’s 21-point legislative programme untouched, find sidetracked Bills designed to curb labour strife. The Senate to-day authorised 1,350,000,000 dollars for U.N.R.R.A., but of President. Truman’s 21 points announced in September, Congress acted favourably only toward three—tax reduction, surplus property administration and Government reorganisation. Present indications are that President Truman’s request for factfinding panels in the albour disputes will be sidetracked till February.
