FOREIGN MINISTERS COUNCIL
MEETINGS CONTINUE, BUT DIFFICULTIES REMAIN HARDEST PROBLEM: THE BALKANS Reed. 11.10 p.m. London, Sept. 25. The Council of Foreign Ministers (Britain, United States, .Soviet Russia, China and France) met again to-day, entering the third week of their deliberations on the probable framework of peace in Europe. There is reported to be little change in the atmosphere of difficulty and lack of progress, which has characterised the mcetings up to now, and no sign of any clarification of those difficulties, particularly as regards the major stumbling block, the Balkans.
