COUNCIL OF BRITISH NATIONS
VVHAT MR. BRUCE PROPOSED London, Sept., 20 A strong plea for the creation of a council of British nations was made by Mr. Stanley M. Bruce, High Commissioner- for'Australia, in a speech at a British Empire luncheon given by the London County Council. ‘‘We all look forward in the postwar world to peace and economic progress,” he said. ‘‘These objectives can best be accomplished by international co-operation, but if such cooperation is impossible, don't let us be afraid, and by God, let us assure them for ourselves. ‘‘Whether we make a contribution towards international co-operation or face the more unpleasant alternative ot safeguarding our own security and material well-being apart from a world system, consultation and cooperation between our group of British nations are essential.
•'During the years I have been Australian representative in London great strides have been made in Empire consultation and co-operation, but to be truly effective we must go still Many plans have hitherto been suggested for Empire co-opera-tion, but none has been accepted because of fear by some Dominions of domination by the United Kingdom. I think the time has arrived when we should recognise that the relationship between the British nations differs from that between foreign nations only in that we are more closely associated with the Throne by common allegiance and by common ideals and aspirations. There is. then, surely no reason why, in relations between ourselves, we sholud not accept the same machinery as in relations with foreign nations. This means the creation of a council of British nations, through which we could coordinate our policies, thus grappling with difficult problems which face us if hopes of worid co-operation are not realised. Individually, the British nations, even Britain, cannot influence world affairs as Russia and America can, hut as a group of nations we are comparable with any Power on
