Equal constituencies for all members of was mentioned by 1 he Hor*e Secretary, Mr. Morrison, in the House of Commons when speaking on lhe Government proposal to set up a conference on electoral reform and the distribution of seats. The Speaker will preside at the conference, which will examine and, if possible, submit a agreed resolution on, firstly, a redistribution of seats; secondly, a reform of franchise, both Parliamentary and local government; thirdly, the conduct and cost of Parliamentary elections; fourthly, methods of elections. Mr. Morrison commented that Gladstone had said he could not understand proportional representation in 1885, but much had taken place since then. If the conference considered that proportional representation afIfected the question the conference would consider it.—B.O.W.
