MOSCOW CONFERENCE ECONOMIC AGREEMENTS NOW NEEDED (By Telegraph—Press Association—Copyright) Recd. 6 p.m. New York, Nov. 17. “The Moscow agreements must be supplemented with economic understandings,” said Mr. Wendell Willkie, in a speech. “There must be a democratisation of the relationship between the four great Powers and their Allies, also a liberalising relationship of colonial powers to their colonies. Smaller nations must be given a share in our planning, and quickly. “Thik how encouraging it would be if the four great Powers enlarged the basis of the Moscow declaration oy inviting all the United Nations to sign a similar declaration, thereoy preventing the signiicance of the Moscow meeting trom degenerating. Such agreements could be the emoryo ot a vital international understanding. People now living in mandates ana colonies must be given room in the structure we are building, otherwise we will leave outside hundreds of millions who may eventually believe that their only hope of freedom is through war. They are human beings, not chattels, although some live in ignorance bound by caste and ancient customs, but a oangerous fact is that everywhere among them are the beginnings of a revolt against the old order.
“It is fortunate that we have the example of the British Commonwealth —the most exciting experiment in international democracy the world has ever known—which demonstrates that independence can come without disorder. The Moscow conference demonstrated that Britain, America, Russia and China can come to common accords, and they should now be enlarged to include economic, political and moral objectives, with eventually all nations participating.”
