PROMOTION ANNOUNCED Recd. 7 p.m. Washington, Oct. 2. President Roosevelt has promoted to permanent major-generals or bri-gadier-generals a number of United States officers who were temporary lieutenant-generals or major-generals but who were actually holding far lower commissions in the Regular Army. The new major-generals are Patton, Wainwright, Stilwell, Somervell, and McNarney. The brigadiergenerals are Kennedy, Spaatz. Harmon, Mark, Clark, Eichelberger, Bradley and Eaker, Thomas Handy, Chief of Operations, and Walter Smith, General Eisenhower’s Chief of Staff.
