SITUATION IMPROVES
Rugby. March 17. Five Japanese soldiers were the sole survivors of 15,000 aboard the 22 ships recently destroyed in the Bismarck Sea, said Mr. Elmer Davis, U.S. Director of War Information, in Washington to-day. He added that the German fleet concentrations in Norwegian waters were reported to include the battlei ships Tirpitz and Scharnhorst and two aircraft-carriers. There was reason to believe that the divisions Germany withdrew from Western Europe and sent to Russia may have been renlaced *by others from reserves in the Reich. The situation in North Africa was marked by a steady political improvement.
