LESSENED CHANCES OF NAZI
(Recd. 9 p.m.) Washington. Feb. 16. President Roosevelt told his prgss conference that the Soviet successes at Kharkov and Rostov lessened the chances of a successful German counter-offensive in the spring. Mr. Roosevelt pointed out that it would be difficult for the Germans to organise an offensive in the flat country west of Kharkov. Mr. R.oosevelt did not comment on reports that Genera! Timoshenko was en route io Washington for military ccnferences-
