TERRITORIAL CLAIMS MADE BY SOVIET (Recd. 6 p.m.) New York, Feb. 15. Urging an early meeting of M. Stalin, Mr. Churchill and Mr. Roosevelt in order to map post-war plans, Mr. Glen Perry, writing in the New York Sun. quotes Pravda’s statement that the Soviet regards Bessarabia and the Balkan States as integral parts of Russia, since they were Russian in the time of the Czars. Mr. Perry comments: “If the Soviet is determined to have the Baltic States, it is safe to say that she is going to get them. Already there are signs that Britain is • prepared to recognise them as part of the Soviet. Realistic Washington observers see the fact of Lithuania, Estonia and Latvia depending on the Soviet, and the same thing is obviously true of Poland and Finland, and perhaps the Balkans nations, and not inconceivably all Europe. The Soviet signed the Atlantic Charter, and a hope in Washington is that Russia approaches that document in the same spirit as does the, American Government.” Algiers radio stated that Marshal Timoshenko is reported to be heading a mission to Mr. Roosevelt, and a party of Russian officers is stated to have arrived in Natal (Brazil) a few days ago.
