BABY FARMING SCANDAL
LEGISLATION IN BRITAIN TO BE ENFORCED London, Feb. 2. The British Home Secretary, Mr. H. Morrison, has decided to end the baby farming scandal. He announced that he will enforce the Adoption of Children Regulation. Under the regulation mothers \vho try to dispose of babies by illegal adoption will be liable to a fine of £2OO or six months’ gaol, or both. Fifteen welfare societies recently complained to Mr. Morrison that in the past three years hundreds of babies have been sold through the black market to the highest bidder, mostly to women shirking national service. Regulations t j be enforced provide that only societies with a licence from a local authority can negotiate adoptions. Only British subjects will be allowed to adopt children and no payment by fosterparents will he allowed.
