EXCHANGE OF MINISTERS Canberra, Oct. 13. An interchange of Ministers between Australia and Russia is announced by the Australian Minister of External Affairs, Dr. H. V. Evatt. The first Australian Minister to Russia will be Mr. William Slater, .-peaker of the Victoria Legislative Assembly. Russia has appointed as her Minister in Australia M. Andrei Petrovitch Vlasov, of the Soviet People's Commissariat for Foreign Affairs. Dt Evatt said that negotiations for the exchange were opened with the Soviet Foreign Minister, M. V. Molotov. during h.s mission to London in May. "We attach importance to this striking evidence of the unity and comradeship wh'rh bind the United Nations," he said "The exchange ol Ministers will signalise the special friendship between the two Pacific countries. M. Molotov has expressed the appreciation of his Government at the Australian nomination." M Vlasor is 37 years of age and is one of the youngest members of the Soviet Diplomatic Service.
