WHAT RATIONING REVEALS Auckland. April 21. The most immediate effect of the introduction of registration for the purpose of rationing is the discovery that hundreds of people, women being in the majority, have been able hitherto to evade their obligations under the social security legislation. When they discovered that IJey could not obtain ration cards without the production of social security books, they had to declare themselves. It is fair to assume, stated an official yesterday, that at least as many more as have emerged from taxless obscurity remain among the unregistered portion of the community.
