ANKARA, March 20.—A message from Sofia, capital of Bulgaria, states that the Bulgarian Cabinet, under Gorman pressure, has decided to declare war on Russia and to contribute 150.000 men for the German spring offensive. It is understood that Hungary and Rumania have agreed to contribute a similar number.
