EXPANSION PROGRAMME Washington, Dec. 16. The House Naval Affairs Committee approved an authorisation for the expansion of the navy after the size of the contemplated expansion had neen reduced from 900,000 tons to 150.000 tons at the navy's request. The measure left the types of .ships Io be constructed to the discretion of the President and the Nav\ Department. hut the chairman. Mr. Vinson, said that battleships would not be Included. He explained that this does not mean that the United Slates is abandoning the idea of battleships, hut it takes longer to build them The Senate sent to the White House a ten-billion-dollar Appropriation Bil’. containing funds for the complete equipment of 2.0()f).000 in ihe army and also for a substantial increase in naval planes.
