TEACHERS WHO HAVE LODGED APPEALS
LEAVE OF ABSENCE BUT NO PAY REGI UA’HONS PASSED. (Press AssnJ Wellington. Dec. 10. Teachers who lodge appeals as conscientious objectors or who become military defaulters will be put on leave of absence without pay for the duration of the war. or a defaulter may be dismissed. These provisions occur in new regulations passed today by the Executive Council. The Hon. 11. G. R. Mason said the regulations represented the unanimous opinion of a conference of the chairmen and other representatives of all education boards in New Zealand, and the decisions were also endorsed by the executive of the New Zealand Educational Institute and other teachers’ organisations.
"By reason of their close contact with children, teachers involve special considerations, and the National Service Regulations, which disregarded ail questions of personality, were not adequate to deal with this aspect of the problem." said Mr. Mason. "The new regulations meet this need. They provide that, when a teacher lodges an appeal under the National Service Emergency Regulations on the ground of conscientious objection to military service, the educational authority employing the teacher is informed through the Education Department. The teacher is given one month’s notice by the employing authority that he is to go on leave of absence without pay for the duration of the war. If the education authority considers the influence of the teacher prejudicial to the school or the children, it may require him to commence his leave earlier, but the teacher is not deprived of his month s pay. Teachers who lodged appeals before the regulations came Into operation are brought within thenscope retrospectively. This means that a teacher who lodged an appeal before the new regulations came into force will be deemed to be on leave of absnee without pay, but payments already made to him will not be affected.
