FAILURES NOT SACKED London, Aug. 10. “The colonies and Dominions are becoming a dump for Government failures.” said Mr. E. Shinwell (Labour) in a speech referring to the recent Cabinet changes. He added: “Mr. Churchill doesn't sack his failures; he promotes them to be members of Cabinet. The best chance of promotion is to blunder, then you have a real opportunity oi' becoming a ‘big shot.' ’ Mr. Shinweil criticised Mr. Churchill lor taking 100 much on his own shoulders, and said: “He wants to be Prime Minister and everything else.
