His departure may necessarily be postponed until the conclusion of the Indo-China-Thailand peace conference. Moreover, Tokio “ircles. which have deprecated emphasis on Axis relationship, are reported to doubt the advisability of the trip. However, Mr. Matsuoka believes a personal visit is necessary to conclude at nonaggression agreement with Moscow satisfactory to Japan, because Lieut.• General Tatekawa’s (Japanese Ambassador in Moscow) negotiations are believed to have fallen short of that objective. In viewc* the international perturbation and t.U possibility of a sudden Japanese southward thrust, observers point out that Mr. Matsuoka will hardly be able to plan a European tour if such a development is impending. On the other hand diplomats consider the tour, if successful, will remove one of the most important considerations at present restraining the southward push.
