DISCUSSION IN WASHINGTON LONDON, Feb. 7. Lord Halifax, the British Ambassador to the Untied States, is at present engaged at WashJTigton discussing the advisability of an exchange of officers between Washington and Wellington. New Zealand is now the only Dominion without its own representative in the United States. It is believed that an early decision can be expected. The British Embassy is the normal means of communication between the two Governments in the absence of direct contacts. The aim of the creation of closer relations will be to strengthen the mutual position of the United States and New Zealand in the Pacific, where the interests of both are increasingly large as the democracies and proponents of law and order.
