Vinod Bhave, who. with Panflil Nehru, has been selected to initiate the Congress Party's civil disobedience campaign, is a humble membei of Mahatma Gandhi's seminary wht daily squats on the floor spinning cotton. It is thought that Nehru anc Bhave will be billed to address f mammoth meeting in such a mannet that the Government will have nc alternative but to arrest them. Mr Gandhi has apparently -decided: to remain out ot prison in order to contro the resistance movement and ensurt its strict limitation.
