A severe outbreak of fire is reporter from the Rumanian oil Helds, and it is stated that three oil wells have been completely destroyed. German tire-fighters arrived early on the scene, but Reuter’s correspondent confirms the destruction of at least three of the wells. The Rumanian censor has stopped all messages from correspondents re lating to the probable cause of the tire and strict censorship of all news is being observed. Lhe British military and naval attaches and their stafls have departed ior Constanza, en route to Istanbul, accompanied by 30 members of tne British colony. It is expected that the only Britishers left in Rumania by tne week-end will be 20 legation officials. About 3000 more German troops, mostly anti-aircraft crews, have arrived at Galatz. Black Sea Activity The Russian precautions in the I Black Sea include an order forbidding navigation by foreign vessels in Soviet waters. The Germans are reported to be preparing a naval base on the Black Sea. Another message states that Italians are expected to arrive shortly to prepare a seaplane base. One hundred and fifty Britons are preparing to leave Rumania to-day and about the same number are ex.pected to depart later this week. The German troops in Rumania are believed to number between 20,000 and 30,000, and more are said to be coming. Their presence is creating resentment among Rumanians. In Bucharest, where the German officers are living in palatial hotel quarters, four of them, after dining extremely well, knocked down and killed a pedestrian when driving in Bucharest, and an angry demonstration by a large crowd occurred.
