DAKAR.

THE Dakar incident called for explanation, and a full explanation has not yet been given. Mr. Churchill has said enough, however, to reveal that a series of mistakes occurred, which are being the subject of investigation and disciplinary action. The situation at Dakar seems to have been generally en-. visaged erroneously by General de Gaulle, but the permitting of the French warships to go out of the Mediterranean was certainly not his affair. There does appear ground for believing that a leakage of information occurred in Great Britain, which enabled the Vichy Government to secure the consent of the German and Italian Governments to the ships in Toulon harbour being got ready for sea, and then dispatched to Dakar. This is the most serious phase of the matter. On the other side of the picture is the frank admission by Mr. Churchill that mistakes were made, which indicates generally a strong position—for a weak Government dare not admit of mistakes having been made—while the expression of confidence in General de Gaulle and a concurrence in the line of conduct which he took at Dakar leaves the way clear to discuss ways and means for action on a more propitious occasion.
