OFFER TO INDIAN LEADERS
EFFECTIVE PLACE IN GOVERNMENT Received Aug. 15, 10.5 p.m. LONDON, Aug. 15. Speaking for the first time in his, new capacity as Secretary of State for India, Mr. L. S. Amery, in the House of Commons, emphasised that Lord Linlithgow’s offer was a sincere attempt to expedite the attainment of India's desired goal. It gave the Indian leaders an opportunity of taking an effective place in the Government of India and assisting in the conduct of the war without prejudice to their political positions. The Congress demand that ail members of the Viceroy's council should be dependent on elected members of the Legislature, would mean changing the whole basis of Government in the middle of the war and was prejudiced because it was favoured by Congress and rejected by the minorities.
