The Daily Express says '.hat Britain has not received a communication from Mr. Hoover’s organisation for sending food to "the starving populations” in Europe, but if she docs the answer will be in the negative. W. Funk, German Minister for National Economy, has declared that there is no shortage of food in Germany and the British blockade was a complete failure. If therefore, the occupied territories are short of food the Germans must be keeping it from them, or distribution is faulty. Even if distribution is supervised by neutrals to ensure that the food is not confiscated by Germany, this would release for Germany’s war purposes an equivalent amount from German stores.
