DETENTION OF SHIPS OR AIRCRAFT

EMERGENCY REGULATIONS ( Per press AseociaticTJ 1 WELLINGTON. April 12. Power to the Comptroller of Customs, if he thinks its necessary in the interests of the defence of New Zealand, to direct that any ship or aircraft shall not leave port or its base until permitted to do so, is contained in the Ships and Aircraft Detention Emergency Regulations, 1940, which were gazetted to-night. The regulations provide that the Comptroller of Customs may give, with respect to any particular ship or aircraft at a port or place in NewZealand, directions that the ship or aircraft shall not leave the port or place until permitted to do so by such authority or person as may be specified in the directions. If any ship or aircraft leaves or attempts to leave any port or place in contravention of any such directions the master of the ship or the pilot of the aircraft shall be guilty of an offence against these regulations. Any person acting on behalf of His Majesty may take such steps and use such force as may appear reasonably necessary to secure cmopliance with any directions given under these regulations with respect to ship or aircraft or, where an offence against these regulations has occurred in the case of ship or aircraft, to enable proceedings in rspect of the offence to be effectually taken.
