CONDITIONS OF PEACE
. VIEWS OF ALLIES, POPE, AND U.S. PRESIDENT FINDINGS CONFIRMED AND SUPPLEMENTED I British Official Wireless J RUGBY, March 24. Under the heading, “Conditions of Peace,” the Spectator points out that the aims of the Allies are just, p'ractlcal, moderate, and well known, “but,” it adds, “a disinterested third party may well give a more impartial 1 definition of the principles on which a e peace, to be enduring, must bo based, e “Two such definitions fortunately / are available to-day, emanating from j two men who carry greater weight y than any others in the religious and e political worlds respectively. One is 3 Pope Pius XII., and the other the i United States President, Mr. Franklin - Roosevelt. Their findings both con- ■. firm and supplement one another, and Britain and France can accept the s whole of them without reserve. “The Pope in his statement at. ■, Christmas postulated five points: -All - nations have a right to a life of independence, with reparation if it r has been impaired; that peace must be e founded on disarmament which is - mutually accepted, organic, and progressive; that international institu- / tions are necessary both to defend . and, where necessary, to revise treaty settlements; that the just demands of ethical minorities must be fairly met and that rulers and peoples alike must be imbued with a spirit of moral justice.” The Spectator finds the moral basis of peace laid down by Mr. Roosevelt last week-end as being as clear, compelling, and comprehensive as the - postulates of the Pope, and the joure nal concludes: “There is no word in : Mr. Roosevelt’s speech and no syllable - in the Pope’s statement of principles i which this country does not subt scribe to and make its own. s “By such criteria we must judge - peace plans emanating from any - quarter. So far as they fall short we s must reject them, and state our rea- ? sons and present our alternative.’*
