Sir, —The explanation which Mr. Siddells has given cannot be called convincing. To the ordinary citizen it appears to be reasonable that the various committees, such as reserves, library, and art gallery, should have co-opted with them citizens who have some expert knowledge. How many people, for instance, are qualified to give a reliable opinion regarding a painting or piece of sculpture? Not one in 10,000. Unfortunately perhaps, such people do not push themselves forward and their advice is lost to the community. I would not, of course, be in favour of allowing co-opted members to \ote on any question of policy. This is the duty of elected members.— I am, etc., J.D.
