FIGHTING SERVICES WELFARE FUND

EVERY PENNY FOR THE MEN. Suggestions have been made in connection with the campaign for the Fighting Services Welfare Fund that many people who know what splendid work was done in the last war by the Salvation Army and Y.M.C.A. would like to make sure that their donations will be directly paid to these organisations for to-day’s services. The most complete assurance can be given that every penny raised in the campaign will be made available to the Y.M.C.A. and the Salvation Army for the direct benefit of the men of the services. Campaign funds are first paid to the credit of the National Patriotic Fund Board, which holds them in trust for the specific purposes announced in the campaign. Regular budgets are submitted to the board from the Salvation Army and Y.M.C.A. indicating their financial requirements, and this body, representative of all classes of the community, with the Governor-General as chairman, issues the necessary financial authorities. To avoid the slightest possibility of the budgetary system handicapping their work, both the Salvation Army and Y.M.C.A. are authorised to draw on a substantial imprest account withoirt prior application for spending authority. Emergencies are sure to arise, and the welfare and comfort of the fighting services will always take priority over accountancy methods, though the system in the long run provides a sound guarantee that the money is well spent.
